Terms of Use

Effective Date: September 1, 2026  •  Version: 1.0

1. Acceptance of These Terms

These Terms of Use govern your access to and use of the RCMPDR x IBM SkillsBuild Program website, registration form, related webpages, and publicly available website functions collectively referred to as the “Website.”

The Website supports the IBM SkillsBuild initiative of the Rotary Club of Makati-Paseo de Roxas (“RCMPDR,” “we,” “us,” or “our”), in coordination with Asia Pacific College (“APC”), participating Rotary Clubs, partner schools and organizations, and IBM SkillsBuild.

By accessing the Website, submitting a registration form, or using any Website feature, you confirm that you have read and understood these Terms of Use, you agree to comply with these Terms, the information you provide is true, accurate, and complete to the best of your knowledge, and you will use the Website only for lawful and authorized purposes.

If you do not agree with these Terms, please do not submit the registration form or continue using the Website.

These Terms apply only to this Website. Your use of IBM SkillsBuild is governed separately by IBM’s own terms, privacy notice, account requirements, and platform policies.

2. Website Operator

The Website is operated for the RCMPDR x IBM SkillsBuild Program by:

Rotary Club of Makati-Paseo de Roxas
Official Address: Unit 102 Prince Plaza I Condo., 106 Legaspi St., Legaspi Village, Makati City, 1229
Program Email: rcmpdr.skillsbuild@gmail.com
Telephone Number: +63 917 301 8494

RCMPDR is responsible for the public registration process, learner affiliation records, Rotary Club and institutional tagging, program monitoring, and preparation of authorized program reports.

3. Role of Program Participants and Service Providers

The organizations associated with this Website have different roles.

  • Rotary Club of Makati-Paseo de Roxas: Coordinates the registration, affiliation, monitoring, and reporting process.
  • Asia Pacific College: Coordinates with RCMPDR and IBM and may assist with program information, learner reports, and other agreed activities.
  • IBM SkillsBuild: Operates the separate IBM SkillsBuild learning platform, including account creation, course access, learning content, and digital credentials. RCMPDR does not operate or control the IBM SkillsBuild platform.
  • Participating Rotary Clubs: May promote the program, refer learners, coordinate with partner institutions, and receive authorized reports concerning learners attributed to their club.
  • Partner Schools, Offices, and Organizations: May refer or recommend learners, assist in program promotion, monitor their participants where authorized, and receive agreed reports.
  • Futurex Inc.: May provide website development, maintenance, hosting, database, or other technical services for this Website. Futurex Inc. is not the owner or operator of IBM SkillsBuild, does not issue IBM credentials, and does not determine course completion.

4. Purpose of the Website

The Website is intended to provide information about the RCMPDR x IBM SkillsBuild Program, promote access to free learning opportunities, collect information from interested learners, associate learners with their sponsors, direct learners to IBM’s registration process, match records, monitor participation, and prepare authorized reports.

The Website is not an online school, learning management system, employment agency, scholarship platform, or certification authority.

5. Program Eligibility

The program is generally intended for Senior High School Students, College or University Students, Faculty or Educators, and Adult Learners.

Access to this Website does not automatically establish eligibility for any particular IBM SkillsBuild course, credential, school activity, employment opportunity, internship, scholarship, or benefit. RCMPDR may request reasonable information to verify your learner category or affiliation.

6. Participants Below 18 Years Old

The program may include senior high school students who are below 18 years old. If you are below 18, you should review these Terms and the Data Privacy Notice with your parent or legal guardian, and follow any authorization or consent process required by your school or RCMPDR.

A parent, guardian, or authorized school representative should not register a learner using inaccurate information or impersonate the learner.

7. Free Program Access

No payment is required to submit the RCMPDR registration form or to access the IBM SkillsBuild learning opportunities described by the program, subject to IBM’s own access rules.

You are responsible for any personal costs associated with participation, including internet, devices, electricity, and transportation. No person should collect an unauthorized registration, enrollment, referral, or access fee in the name of RCMPDR, APC, IBM SkillsBuild, a participating Rotary Club, or a partner institution.

8. Two-Step Registration Process

Program registration involves two separate steps.

Step 1: RCMPDR Program Registration. You complete the registration form on this Website so RCMPDR can record your participation and associate you with your school, Sponsoring Rotary Club, and learner category. Submitting this form does not create an IBM SkillsBuild account.

Step 2: IBM SkillsBuild Registration. After submitting the RCMPDR form, you will be directed to the official IBM SkillsBuild registration page. You must separately complete IBM’s registration process and comply with IBM’s applicable terms. You should use the same email address for both the RCMPDR form and your IBM SkillsBuild account.

9. Your Registration Information

When completing the registration form, you agree to provide your own accurate information, use an active email address, select the correct school and Rotary Club, and avoid creating duplicate registrations.

You must not register using another person’s identity, falsely claim affiliation, submit fraudulent information, or attempt to manipulate program statistics.

RCMPDR may review, correct, merge, classify, suspend, or mark registrations for further verification when records appear inaccurate, duplicated, incomplete, fraudulent, or inconsistent with IBM/APC reports.

10. Rotary Club and Institution Attribution

You may be asked to select the Rotary Club sponsoring or referring your participation. The Website may automatically associate the selected club with internal information such as official club name, club number, and district number.

You are responsible for selecting the correct sponsoring Rotary Club based on the invitation or school communication you received.

11. Matching With IBM/APC Reports

IBM and/or APC may provide periodic reports concerning learners, learning activities, engagement, course status, completion, and learning hours. RCMPDR may use your email address and IBM SkillsBuild Learner ID to match those reports with your Website registration.

Matching is dependent on the information available to RCMPDR. RCMPDR cannot guarantee a successful match when different email addresses are used, information is entered incorrectly, or the learner does not complete IBM registration.

12. Reporting Information Is Not Real-Time

The Website’s administrative dashboard and reports may rely on periodic files received from IBM and/or APC. Information displayed by RCMPDR may therefore be updated periodically and reflect information available only as of the stated report date.

The IBM SkillsBuild platform should be treated as the primary source for the learner’s current IBM account, course, and credential information.

13. IBM SkillsBuild Accounts and Platform Support

RCMPDR does not have administrative control over individual IBM SkillsBuild accounts. For concerns involving IBM account creation, passwords, course access, transcripts, or badges, you may need to contact IBM SkillsBuild support through IBM’s official support channels.

Never provide your IBM password to RCMPDR, a Rotary Club, a school coordinator, Futurex Inc., or any other person.

14. Courses, Learning Activities, and Credentials

IBM controls the availability, content, structure, duration, completion requirements, and credentialing rules of IBM SkillsBuild learning activities. Registration through this Website does not guarantee availability of a specific course, passing an assessment, issuance of a credential, academic credit, or employment.

Learners remain responsible for completing the required learning activities and complying with IBM’s platform rules.

15. Acceptable Use

You may use the Website only for legitimate program-related purposes. You agree not to violate any applicable law, gain unauthorized access to the Website, share administrator credentials, distribute malware, scrape learner information, use automated registration tools, impersonate program partners, or upload unlawful material.

RCMPDR may restrict or block access when it reasonably believes these Terms, applicable law, or security requirements have been violated.

16. Administrator Access

The administrative portal is restricted to authorized RCMPDR project administrators and other persons expressly approved by RCMPDR. Administrator users must keep credentials secure, maintain confidentiality of learner information, and follow RCMPDR’s privacy and security procedures. Access may be suspended or revoked at any time for misuse or operational risks.

17. External Websites and Links

The Website may contain links to IBM SkillsBuild, APC resources, Rotary websites, and other third-party services. A link does not mean that RCMPDR controls or guarantees the external website. When you leave this Website, the external site’s terms and privacy notice will apply.

18. Communications

By submitting the registration form, you may receive program-related communications reasonably necessary to administer your participation, such as registration confirmations, instructions for proceeding to IBM SkillsBuild, program updates, and report-matching inquiries. These are operational communications, not promotional marketing.

19. Messages, Inquiries, and Submitted Materials

You may use the Website’s contact function to submit program inquiries. You should not submit passwords, banking info, or unnecessary sensitive data. You authorize RCMPDR and its approved service providers to use and retain your message to the extent reasonably necessary to respond to your inquiry and administer the program.

20. Data Privacy

Your use of the Website and the processing of your personal data are also governed by the RCMPDR x IBM SkillsBuild Program Data Privacy Notice, which is incorporated into these Terms by reference. Where these Terms and the Data Privacy Notice address the same subject, the Data Privacy Notice will govern the processing of personal data.

21. Intellectual Property and Branding

Unless otherwise indicated, the Website’s original layout, text, graphics, program materials, and other original Website content are owned by or licensed to RCMPDR. The names, logos, and proprietary materials of Rotary International, RCMPDR, IBM, APC, and Futurex Inc. remain the property of their respective owners.

You may access and use Website materials for your personal, lawful participation. You must not copy, reproduce, modify, or commercially distribute Website materials without prior written authorization.

22. Photographs, Testimonials, and Publicity

General program registration does not automatically authorize RCMPDR to publish your photograph or testimonial. Where such material is requested, a separate release should be obtained. You must not publish materials containing another person’s personal data unless you have the appropriate authority.

23. Website Availability

RCMPDR aims to keep the Website reasonably available but does not guarantee uninterrupted access. The Website may become temporarily unavailable due to maintenance, updates, or third-party service outages. RCMPDR may change, suspend, or restrict any Website feature when reasonably necessary.

24. Changes to the Program

RCMPDR, APC, IBM, or other authorized program participants may change program schedules, registration periods, learner categories, or other program details. Website announcements do not create a contractual guarantee that a program activity will continue indefinitely.

25. Suspension, Rejection, or Removal of Registrations

RCMPDR may reject, suspend, flag, or remove a registration when reasonably necessary because the registration is incomplete, false, duplicated, or the registrant has violated these Terms. Removing a record from the RCMPDR Website does not automatically delete or alter the learner’s separate IBM SkillsBuild account.

26. Disclaimer of Warranties

The Website and its content are provided on an “as available” basis. RCMPDR does not guarantee that the Website will always be secure or error-free, that every registration will match an IBM record, or that a learner will obtain employment or admission. Nothing on the Website constitutes legal, academic, or professional advice.

27. Limitation of Liability

To the fullest extent permitted by applicable law, RCMPDR, its officers, volunteers, and technical service providers will not be liable for indirect, incidental, or consequential loss arising solely from inability to access the Website, third-party reports, failure to use the same email address, or changes to IBM courses.

This limitation does not apply to liability that cannot lawfully be limited or excluded, including liability arising from fraud, willful misconduct, or gross negligence.

28. Responsibility for Misuse

You may be responsible for losses or damage reasonably arising from your unlawful or unauthorized use of the Website, including deliberate submission of fraudulent registrations, distribution of malware, or unauthorized collection of learner information.

29. No Employment, Scholarship, or Agency Relationship

Your use of the Website or participation in the program does not create an employment relationship, internship, scholarship, partnership, agency relationship, or membership in a Rotary Club.

30. Governing Law

These Terms will be governed by the laws of the Republic of the Philippines. Disputes that cannot be resolved informally will be submitted to the appropriate courts of Makati City, Philippines, subject to applicable law.

31. Severability

If any provision of these Terms is declared invalid or unenforceable by a competent authority, the remaining provisions will continue to apply to the fullest extent permitted by law.

32. No Waiver

A failure or delay by RCMPDR to enforce a provision of these Terms does not waive its right to enforce that provision or any other provision later.

33. Entire Agreement

These Terms, together with the Data Privacy Notice, constitute the applicable terms governing use of this Website. They do not replace IBM’s separate terms, a school’s student policies, or a partner institution’s agreement with RCMPDR.

34. Changes to These Terms

RCMPDR may update these Terms when circumstances require. The updated version will be published on the Website. Your continued use of the Website after the effective date of updated Terms signifies your acceptance of the revised Terms, subject to applicable law.
